WIRAB Webinar – Role of the Reliability Coordinator and Balancing Authorities in the Western Interconnection

The Western Interconnection Regional Advisory Body (WIRAB) hosted a webinar with Peak Reliability and the California ISO to inform members of the role of the two organizations in maintaining bulk power system reliability. On November 9, 2016, the CAISO experienced a computer error which resulted in invalid dispatch instructions being sent to multiple generating units. The generating units automatically responded and reduced output by approximately 1,900 MW over an 11-minute period. The resulting imbalance between generation and load caused a significant decline in system frequency. The CAISO was able to quickly restore its load/resource balance without shedding load. We used this event and others as a tutorial to share information on the role of the Reliability Coordinator and Balancing Authorities in responding to deviations in system frequency. Peak and the CAISO discussed how they work together to maintain reliability during these types of events. There was Q&A with the audience.
