A webinar was held on March 5 to discuss forthcoming EPA regulations on carbon emissions from existing power plants under Section 111(d) of the Clean Air Act. The purpose of the webinar was to build Western states’ understanding of the issues and encourage discussion among the states in advance of the release of the proposed regulations anticipated in June.
At the March 5 webinar, Vickie Patton (General Counsel of Environmental Defense Fund) and Jack Ihle (Director of Environmental Policy at Xcel Energy) presented their views on the legal framework within which EPA must promulgate its Section 111(d) regulations and what effects differing legal interpretations have on compliance options. John Shenot and David Farnsworth from the Regulatory Assistance Project (RAP) discussed the potential regional implications of the forthcoming EPA regulations.
