The Western Interstate Energy Board (WIEB) and State-Provincial Steering Committee (SPSC) are issuing the attached RFP for consulting services to better understand and quantify the capabilities of demand response (DR) resources in meeting local reliability needs in the West and specifically what role DR can serve in integrating variable generation resources. Specifically, the purpose of this research project is to estimate the contribution that DR could make in meeting local and regional ancillary service needs, capacity needs and flexible resource needs in the coming 3 to 5 years. The WIEB and SPSC are issuing this RFP to identify the barriers standing in the way of full demand side participation in providing DR and to estimate the contribution that DR resources could play if the barriers are successfully removed.
This work is funded through a contract with the US Department of Energy. We hope you will review the RFP and submit a proposal if you are interested.

WIEB staff will accept written questions through the close of business
WIEB staff will provide written answers to all written questions as expeditiously as possible to all persons and entities known to have received this RFP. The responses to questions will become a part of the RFP.
